'Byzantine' Tips For Today's Foreign Policy

When we say "Byzantine" today, we usually mean complicated and disorganized. But historian Edward Luttwak argues that the U.S. should look to the Byzantines — the ancient empire, that is — for foreign policy answers today. Luttwak, who wrote the book The Grand Strategy of the Byzantine Empire, tells host Guy Raz about what strategic tips President Obama could get from the Byzantium.

Iraq Reconstruction Program Needs Its Own Rebuild

The U.S. government established the "CERP" fund -- Commander's Emergency Response Program -- to win hearts and minds in Iraq by building schools, roads and water purification facilities that the country needs. Today, almost two years later, the program is still marred by allegations of corruption and waste. Stuart Bowen, the special inspector general for Iraq reconstruction, is leading the battle to clean up CERP. Iraqis Fear New Enemy: H1N1 Virus

Fewer than 500 cases of H1N1 have been reported in Iraq, but it's not uncommon to see schoolchildren walking home wearing surgical masks. Fear of the virus has caused a rash of school closures, and is even preventing some Iraqis from making this year's pilgrimage to Mecca.

American pork producers say China's decision to lift a ban on U.S. pork imports comes at a critical time. The industry is struggling because of fears over swine flu. China imposed the ban on U.S. pork five months ago following the outbreak of the H1N1 flu virus. The disease cannot be caught by eating pork.
